How this is calculated

The HEROES Act proposed a per-person payment of $1,200 for each qualifying adult and $1,200 for each qualifying dependent, capped at three dependents per tax return. For a married couple with three children this would have been $2,400 (adults) + $3,600 (dependents) = $6,000 before any income-related reduction — significantly more than the actual CARES Act payment ($2,400 + $1,500 = $3,900 for the same family).

The income phase-out matched the CARES Act structure: payments began reducing by $5 for every $100 of Adjusted Gross Income above $75,000 for single filers ($112,500 for heads of household, $150,000 for married couples filing jointly). Unlike the CARES Act, the HEROES Act also proposed payments to adult dependents — a category that was later included in the American Rescue Plan (Round 3) that actually became law.

The bill never became law. The amounts and phase-out rules in this calculator are from the proposed legislation (sources: H.R.6800 as passed by the House) and are clearly estimates. The actual payments that were distributed came from the CARES Act (March 2020), the Consolidated Appropriations Act (December 2020), and the American Rescue Plan (March 2021).

The HEROES Act was never brought to a vote in the Senate.

The HEROES Act proposed a higher dependent payment ($1,200 vs $500), capped dependents at three per household, and extended eligibility to adult dependents. It also proposed a second round of checks even before the CARES Act funds had fully reached recipients. The CARES Act, which did become law, paid $500 per qualifying child under 17 with no dependent cap.
