A TRIR of 2.7 is the US all-industry average (2023); < 1.0 is excellent; 1.0–2.0 is good; 2.0–3.5 is average; 3.5–6.0 is poor; > 6.0 is critical. How this is calculated

The Total Recordable Incident Rate (TRIR) is OSHA's standard formula for comparing workplace safety performance across organisations of very different sizes and industries. The formula is TRIR = (N × 200,000) / H, where N is the number of OSHA recordable incidents in the measurement period, H is the total hours worked by all employees, and 200,000 is the normalisation base representing 100 full-time employees each working 40 hours a week for 50 weeks a year (100 × 40 × 50 = 200,000). This normalises the rate to "per 100 FTEs per year", making organisations with 5 employees directly comparable to those with 50,000.

An OSHA "recordable" incident includes any work-related injury or illness requiring medical treatment beyond first aid, involving days away from work, restricted duty, job transfer, loss of consciousness, or diagnosed by a licensed healthcare professional — regardless of whether it caused lost time. Near-misses and minor first-aid-only events are not recordable. Total hours should be actual hours worked, excluding paid leave and sick days.

US industry averages vary widely (BLS, 2022–2023): all private industry ≈ 2.7, construction ≈ 2.5, manufacturing ≈ 2.5, retail trade ≈ 3.4, healthcare ≈ 4.9. A TRIR of 0 means zero recordable incidents in the period — achievable and valid for small or very well-managed organisations. TRIR is a lagging indicator; it measures past harm, not current risk.

Any work-related injury or illness that results in: medical treatment beyond first aid; days away from work; restricted work activity or job transfer; loss of consciousness; or diagnosis by a licensed healthcare professional. First-aid-only cases (bandages, OTC medication at non-prescription dose, etc.) do not count. See OSHA 29 CFR 1904 for the complete criteria.

TRIR counts all recordable incidents. LTIR (Lost Time Incident Rate) counts only incidents with days away from work. DART (Days Away, Restricted, Transferred) counts incidents with days away or restricted/transferred duty. All use the same 200,000-hour base. LTIR ≤ DART ≤ TRIR always, since lost-time cases are a subset of DART, which is a subset of all recordables.

Yes, especially for small organisations over a single year. A 10-person company with zero recordable incidents over a year will have TRIR = 0 by definition. For large employers with thousands of workers, a sustained TRIR near 0 is rare but achieved in best-in-class safety programmes (e.g., some nuclear and chemical facilities).
