How this is calculated
你选择一个“出发”城市、一个日期和时间，以及一个“到达”城市。本工具首先通过减去出发城市在该日期的 UTC 偏移量，把你输入的钟面时间转换为单一的世界统一时刻（UTC），然后通过加上到达城市的 UTC 偏移量，把同一时刻重新表示为到达城市的本地时间。因为转换经过一个绝对时刻，两个城市始终指向完全相同的瞬间——只是钟面读数不同。
偏移量通过 Intl API 从浏览器的 IANA 时区数据库实时读取，因此夏令时（DST）会被自动处理：一个城市的偏移量在一年中可能改变一个小时，而转换器会使用你所选日期所适用的偏移量。所显示的时间差（“早/晚 X 小时”）就是两个偏移量在那一刻之间的差距。

Yes. Offsets come from the IANA time-zone database via the Intl API for the exact date you select, so DST changes are applied automatically.
It is the difference between the two cities' UTC offsets at that moment. "Tokyo is 14 hours ahead of New York" means Tokyo's clock reads 14 hours later.
Large time differences can push the converted time into the previous or next calendar day, which is why the result also shows the weekday and date in the destination city.
