How this is calculated
The HEALS Act (Health, Economic Assistance, Liability, and Schools Act) was a Republican-led Senate proposal from July 2020. Its direct-payment structure mirrored the enacted CARES Act (March 2020): $1,200 per eligible adult (maximum two per married household) plus $500 for each qualifying child under 17. The phase-out began at $75,000 AGI for single filers, $112,500 for heads of household, and $150,000 for married couples filing jointly — reducing by $1 for every $20 of income above those thresholds (a 5% rate).
Under this formula, a single adult with no children received the full $1,200 up to $75,000 AGI, then $0 at $99,000 ($75,000 + $1,200 / 0.05 = $99,000). Each child shifted the zero-point upward by $10,000 ($500 / 0.05). For a married couple with two children: full payment $2,400 + $1,000 = $3,400; zero at $150,000 + $3,400 / 0.05 = $218,000.
The HEALS Act was not enacted. Congress later passed the Consolidated Appropriations Act 2021 (December 2020) providing $600 per adult and $600 per child. The American Rescue Plan (March 2021) provided $1,400 per person. This calculator models the HEALS/CARES structure with editable amounts for scenario comparison.

The direct-payment provisions of the HEALS Act were essentially identical to the enacted CARES Act: same $1,200/adult + $500/child amounts and the same $75,000/$150,000 phase-out thresholds. The key differences were in enhanced unemployment benefit amounts and the addition of liability protections for businesses — not the stimulus check structure.
For the CARES Act and HEALS Act proposal, a qualifying child is a dependent under age 17 (as claimed on the tax return). The child must also have a Social Security Number. Dependents aged 17 and older — including college students and adult dependents — did not qualify for the $500 add-on.
