Under the euro-adoption law the conversion rate is fixed at exactly 1.95583 leva per euro — the same parity the currency board has maintained since 1999, first against the Deutsche Mark and then the euro. The rate has five significant decimals and must be used in full: shortening it to 1.95 or 1.96 is explicitly prohibited, because tiny per-transaction differences would compound across millions of payments.
The legally prescribed procedure is: divide (or multiply) by the full rate first, then round the final result to two decimal places using standard commercial rounding — half a cent rounds up.
